Why does Hamas continue to attack Israel from the Gaza strip?

Given that the Israeli's retaliate from the position that if "you step on my foot, I will step on your throat", why does Hamas continue to put it's own citizenry in harms way by lobbing rockets into Israel? Is it a death wish? I can only surmise that Hamas wants sympathy from the rest of the world when the Israeli's retaliate.
