I am a 16 year old guy and i am always too shy to kiss a girl...how do i kno if she will accept it or not?

ugh i am always really shy and i hate it..i always want to kiss the girl but i never can. is there a way to make me less shy? i dont hav any self confidence issues, but i just can nvr go in for a kiss.
