What should i do ? my dog was attacked by a neighbor's bull mastiff? and I'm stuck with the vet bills

I would contact an attorney if you can't resolve this with your neighbor. You shouldn't have to be stuck with the vet bills if it wasn't your fault. Make your neighbor responsible for their dogs behavior. If you don't, it might happen to you or someone else.
