Are pellets safer than BBs? (more info)?

Im not talking about of course. Im talking about when a BB is shot from an air rifle, against a flat, hard surface, will the rebound be unpredictable? So, which is more likely to bounce back and possibly hit you, the shooter, BBs or flat surfaced pellets.
